About the team you’ll be part of

We’re looking for a Learning and Development Business Partner to be part of our exciting People, Culture and Workplace Team.

Reporting to the Head of Learning & Development, your role will be to enhance the learning offering and skills development across Ofcom by ensuring that colleagues possess the required skills needed for now and into the future.
 

You will work alongside other L&D business partners as well as our wider Talent function within PC&W.

The purpose and scope of the role

Your work will focus on ensuring Ofcom has the right skills across its people to deliver the plan of works today and into the future, you’ll take focus on needs analysis data, work with operational stakeholders and key subject mater experts to drive development products for Ofcom colleagues.

You will work across all areas of the training and development cycle, ensuring return on any investments as well as successful impact of personal and professional development products.

Your Key Responsibilities

At its core this role is about partnering with the business to understand the skills required to deliver the plan of works and, aligning the development offerings to meet these for today and the future.

There is further requirement to own strategic core component/s of the development offering portfolio. (e.g. onboarding, compliance, profession development, insight and evaluation, enterprise learning)

The skills, knowledge and experience you’ll need for success.

Essential skills and knowledge:
 

  • You will have a background in a digital first organisation – you will bring that insight and knowledge to advise and shape the learning and development offering at Ofcom.

  • Building Solutions: You’ll have worked through strategic organisational transformation within data, digital and AI.

  • Forming Relationships: You’ll have excellent stakeholder management skills and the ability to challenge and influence appropriately as required; a skilled influencer who can demonstrate high levels of L&D credibility coupled with the ability to build relationships at all levels quickly

  • Executing plans: You’ll have excellent project management skills, including the ability to manage a varied and demanding workload and to prioritise effectively in an agile manner

  • Empowering Development: You’ll have an advanced knowledge of learning theory and design, and knowledge of leadership theory and leadership training approaches

  • Be comfortable using AI tools as an enabler to your work and efficiencies

  • Executing plans / Embracing change: Be comfortable across multiple project management methodologies and able to draw on these skills to build and deploy work as well as act as a coach for project teams.

  • You’ll have practical knowledge of Learning Management Systems, (Workday is preferable) and understanding of the latest tools and developments in the digital learning area

  • Articulating Ideas: You’ll have experience of managing improvement initiatives across a blended learning offering

  • Channelling influence: You’ll have the ability to Influence and engage with senior leaders

  • Forming relationships: You’ll have good networking and relationship building skills, including the ability to seek out new and value adding external perspectives

  • Harmonising work: You’ll have the ability to engage, listen, learn and work with colleagues across Ofcom and to work at pace to deliver on responsibilities of the People Strategy

  • Pursing Growth: You’ll see the value in and actively demonstrate learning from others, bringing in external thinking, thought leadership and innovation

Further Requirements:
 

  • Scope is open to build, design, deliver and facilitate development, dependant on topic and skillset.

  • Drive the learning culture across Ofcom – being a strategic enabler within the organisation.

  • Ensure individuals have access to the learning they need to deliver in role and build their capability for the future

  • Interpreting and communicating key data and metrics that informs and supports decision making, as well as delivering on L&D KPI’s to report on training costs, budget and delivery of courses, qualifications and other training deliverables.

  • Work closely with group leaders to review learning and development interventions for technical competencies and personal effectiveness

  • Source, identify and arrange internal and external training to address capability and skill gaps

  • Work within the L&D budget to ensure ROI

  • Be a highly credible learning expert for group and profession colleagues

  • Ensure that the L&D function offers a quality, cost effective service to Ofcom groups and professions

  • Ensure that equity and diversity are considered and implemented in all aspects of learning and development activities.

  • Research potential new learning activities and methodologies to ensure offerings are best in class

  • Introduce and implement new training processes and systems to record and review development needs and offerings

  • Review development which is currently offered within Ofcom and ensure that it is fit for purpose

  • Monitor and evaluate feedback and effectiveness of all training and development – demonstrating ROI and ROE

  • Where relevant, sourcing providers to deliver effective specialist solutions

  • To be responsible for ensuring all relevant colleague records for the business area are accurate and up to date on the Ofcom LMS – experience of Workday is preferable

  • Assist with Apprenticeship and Graduate development

  • Use feedback to improve the L&D offering and find new and better ways to operate – we iterate as we go to ensure continual review, challenging ourselves to always drive for best-in-class offerings
