How you’ll make a difference

As a Commissioning Manager, you will use your expertise in building strong partnerships with social care, housing, public health, VCSE and provider organisations to meet our strategic commitments. Working collaboratively on the development of the care provider market in South Gloucestershire, you will support the sector to meet our vision for strong communities to deliver department-wide commissioning priorities. 
As part of the Strategic Commissioning team, you will work across a variety of adult social care commissioning areas such as home care, care homes, specialist provision including dementia, learning difficulties and mental health.

What you will be doing

  • Using your experience and knowledge, you will provide advice and information to a range of customers, delivering high quality, value for money and efficient services. 
  • Supporting the Strategic Lead for Service Development and Partnership and Service Manager, you will ensure all emerging legislation, guidance, best practice and policy agendas locally and nationally are proactively identified and their relevance and impact developed accordingly.
  • You will support the team in responding to different work pressures including picking up new and different strategic areas of work as necessary.  
  • The service may require you to manage a small team of commissioning officers or assistant commissioning officers to support your work. 

What we need from you

  • You will have a degree or professional qualification in social care, health care, public health, housing or business studies or other relevant subject, or comparable experience gained in the workplace.  
  • It is essential that you have experience at a senior level of working in a commissioning role in a social care, housing, health or public health environment, which includes knowledge of relevant legislation, including Care Act market shaping responsibilities and EU procurement rules.  
  • We require you to have experience of developing and delivering creative and innovative commissioning strategies or business plans. This will include needs assessment and market analysis, preferably related to social care, health, public health and housing services and of contract management and performance appraisal.
  • You must understand children’s and adult social care, housing, health and public health and their underpinning values, standards and legislative framework, including an understanding of the personalisation agenda. 

What you need to know

  • This role is hybrid, with a mixture of working at home, and the office plus other locations, for up to 2/3 days per week, and potentially more frequently during initial induction and orientation.
